This recruitment is being held to establish an Open Eligible List to fill immediate positions and future vacancies throughout Orange County at this classification level with OC Public Libraries, and may be used to fill positions at a lower level in the same classification series.

OC Community Resources consists of OC Animal Care, OC Community Services, OC Parks, and OC Public Libraries. Our mission is connecting people and resources with a vision of positively transforming lives in Orange County.
OC Public Libraries is a network of community libraries located in your neighborhood or as near as your computer. Our 33 public branches in 24 cities and unincorporated areas of the County of Orange as well as a branch for residents of Orangewood Children's Home provide library services to residents throughout the county. These Librarian positions are leaders in developing and providing a full range of technical and/or direct library services to the community. Incumbents may develop, implement, and provide programs that promote literacy and love of reading, and facilitate timely access to accurate complete information on all subjects for targeted or general populations. These professional librarians serve as a technical expert in developing, overseeing, and educating others (both members of the public and other staff) on critical library system functions such as information technology, cataloging, and collection management. Professional librarians are proactive in identifying current community needs, projecting future needs, and take the initiative to help the library identify better ways of providing service in the future.
The selected candidates will have the opportunity to:
Lead, plan, organize, and conduct public services programs within a specialty areas (Children's Programming; Adult and Young Adult Reference and Reader's Advisory; Technology Librarian);
Design and publicize programs intended to educate, provide cultural enrichment, and to instruct patrons on how to make optimum use of library materials and technology;
Train, guide and mentor clerical and paraprofessional level staff to provide exceptional customer service;
Anticipate and plan for future community needs for technology and information services;
Actively participate in system wide meetings and professional organizations;
Act as the in-charge librarian in the absence of the manager or supervisor;
Keep current on new technology which will impact library services;
Perform other duties as assigned.

Effective organizing and planning skills to ensure high productivity and efficiency, (examples include development and implementation of Story times, Book Clubs, Craft Clubs, Film Discussions, Career Workshops, Summer Reading programs, Teen programs, guest speakers, author events, etc.); work independently and manage time wisely to effectively prioritize multiple and competing tasks; meet departmental and project goals and deadlines by prioritizing workload and projects.
Communication & Customer Service
Communicate effectively using a variety of methods; communicate effectively with a variety of audiences and individuals from diverse backgrounds; select and apply the most appropriate and effective means to meet situational needs; manage the library environment to enhance the user experience; develop and evaluate standards and practices for the delivery of quality customer service; apply customer service skills to enhance the level of user satisfaction; apply effective techniques to address difficult situations with users; develop and maintain a collection of reference resources to meet community needs; facilitate library users' requests for information.
Demonstrate working knowledge of programming languages applicable to digital resources; pursue efforts to sustain and improve the digital resource systems and services; knowledgeable and skilled in working with computer programs such as Microsoft Word, Excel and Outlook, library databases, integrated library systems and social media such as Twitter and Facebook to showcase/promote library programs, services and events which drive visitors to the library and foster a positive relationship between OC Public Libraries and the community.
Contribute to a productive workforce through effective recruitment and selection of library branch staff; leads and empowers employees to deliver effective, high-quality library service; establish effective strategies for performance management; work with staff, volunteers and the public; maintain effective relationships with others to achieve common goals; effectively work in teams using strong team-building skills; align efforts with the vision and direction of OC Public Libraries; demonstrates an aptitude for leadership.
Demonstrate the impact and value of the library to the community through ongoing evaluation and assessment of library services; build support for the library, using the most appropriate methods among a variety of groups; maintain positive public relations through communication and promotion of the library's values, services, accomplishments and needs to all stakeholders; form strategic partnerships with community organizations.
Education: Possession of a graduate degree (Master's) in Library Science/Library and Information Science.
License Requirement: Possession of or ability to obtain a valid California Drivers License, Class C or higher, by of appointment.
