SALARY:
$32.10 - $54.57 Hourly
$66,769.04 - $113,506.90 Annually

Work Hours: 8:00 a.m. - 5:00 p.m., Monday - Friday; Work hours may vary and will include occasional weekend days.

JOB SUMMARY:
Under general direction, is responsible for managerial and administrative functions such as planning, directing, organizing, coordinating, and evaluating services to meet present and future needs for San Antonio Public Library. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

ESSENTIAL JOB FUNCTIONS:
Formulates goals, policies, objectives, plans, and procedures.

Provides leadership and direction to professional staff; instructs, coaches, and advises subordinates in developing the knowledge and skills needed in their work and in preparing themselves for growth and advancement in their careers.

Coordinates Library activities to ensure effective library services.

Maintains awareness of current developments in library operational techniques and procedures and revises them as necessary.

Monitors and evaluates the effectiveness of service programs and takes corrective action as needed.

Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.

Confers with City officials, Library board members, and citizens on library services, policies, and objectives.

Prepares and monitors divisional budget documents and participates in the development of the annual library budget.

Participates as a member of the Library Management Team in leadership and governance of the library.

Performs related duties and fulfills responsibilities as required.

JOB REQUIREMENTS:
Master's Degree in Library Science from an American Library Association (ALA) accredited university.

Six (6) years experience administering or managing programs and services for a large organization to include three (3) years of direct supervisory experience.

This position requires a valid Class "C" Texas Driver's License or the ability to obtain a valid Class 'C" Texas Driver's License within thirty (30) days after becoming a resident of the State of Texas. Use of your own personal vehicle may at times be required and proof of Liability Insurance will be required.
PREFERRED QUALIFICATIONS:

Experience working in planning and/or evaluating library programming.

Bilingual.
PHYSICAL REQUIREMENTS:
Physical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard. Subject to sitting, standing, walking, and stooping to perform the essential functions. Working conditions are primarily inside an office environment.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of administrative and management practices.

Knowledge of principles and practices of library administration.

Knowledge of methods of community analysis for planning library facilities and services.

Knowledge of principles and practices of budget preparation and administration.

Knowledge of principles and practices of supervision, training, and personnel management.

Skill in operating a personal computer, PC applications, and in the use of electronic resources as used in libraries.

Skill in supervising, selecting, training, monitoring, counseling, and evaluating assigned staff.

Ability to analyze professional and administrative problems and take appropriate action.

Ability to assess public needs for library services and evaluate library services and programs in relation to these needs.

Ability to establish and maintain effective working relationships with City staff and the general public.

Ability to communicate clearly and effectively, both verbally and in writing.

Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.

Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions, and implement recommendations.

Ability to identify and respond to community and City Council issues, concerns, and needs.

Ability to provide administrative and professional leadership and direction to subordinate staff.

Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.

Ability to deliver formal presentations to small and large groups.

Ability to prepare and present clear and concise reports.

Ability to handle all physical requirement of the job with or without reasonable accommodation.

• Substitution Ratio: City employees are allowed to substitute two years of related experience for one year of higher education or one year of related higher education for two years of experience.
