The Library
The San Mateo Public Library is a dynamic community resource and destination that includes the Main Library, a state of the art LEED Gold rated green building, which opened in August 2006; and two community branch libraries. The Library provides library services to residents of the City of San Mateo and the Town of Hillsborough and is part of the Peninsula Library System (PLS), a consortium of public library jurisdictions and community college libraries in San Mateo County. The Library is also part of the Pacific Library Partnership, a consolidation of four library systems in the greater Bay Area of Northern California.
The Library provides an array of core services for all age groups: A collection of library materials comprised of books, magazines, newspapers, databases, compact discs, DVDs, MP3s, and downloadable e-books; information and reader’s advisory service; free access to information technology via public computers and wireless Internet, library programs for children, teens and adults; literacy instruction; specialized collections in the areas of business and biotechnology; a world languages collection that includes titles in Spanish, Chinese, Japanese, Farsi and French; and an extensive volunteer program that integrates the community with opportunities to help fulfill the Library’s mission.

The Position
The Deputy City Librarian position offers the opportunity to serve in an executive level role shaping the future of library services in San Mateo. Under the general direction of the City Librarian, provides leadership in the management of library service delivery of three divisions (Children’s/Literacy Services, Adult/Teen/Information Services, Circulation/Technical Services). Participates in short term and strategic planning initiatives; marketing of library services; and in determining the operational and service directions of the library system. Works closely with staff and divisions to develop goals, strategies and work plans. Acts in an advisory capacity to the City Librarian and assists in representing the Library to the public, community stakeholders, City departments, and the Peninsula Library System.
Ideal Candidate
This is an exciting career opportunity for a proven proactive leader with the ability to represent the library in all capacities, respond to and anticipate customer service issues, fully engage in participative management and interest-based negotiation principles and skills, and apply effective interpersonal, cross-cultural communication skills

A strong candidate will have knowledge in the following areas: professional library management; public policy; an understanding of human resources principles, practices, and procedures including labor relations; principles of departmental administration including project and personnel management and the utilization of volunteers; administrative analysis and oral/written report preparations; insight to the new technologies and computer applications of library resources. The ideal candidate will be able to promote innovation, identify opportunities for greater efficiencies in
library operations, strengthen relationships with community stakeholders, and both envision and implement the future of the Library.

The Qualifications
Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Five years of increasingly responsible experience as a professional librarian in a local government agency, at least three of which was in a supervisory capacity, managing the work of library programs.
Highly Desirable:
 Three years of supervisory experience directing library personnel at management, professional and paraprofessional levels.
 Five years of responsible professional library experience in a public library.
Training:
Master’s degree in Library Science from an ALA accredited college or university supplemented by training in management principles and practices, or an equivalent advanced degree in Management, Business, Public Policy or related field.
Licenses and Certificates:
Possession of or ability to obtain, an appropriate, valid California driver’s license, which must be maintained as a condition of employment.
Knowledge of:
 Professional library principles, practices, and procedures.
 Library services to youth and adults; and diverse communities.
 Information technology and computer applications in library
operations, including new library technologies
 Technical processes including the acquisitions and circulation of
library materials.
 Library materials in various formats—books, periodicals, databases,
media, e-books—and related advisory service to the public.
 Techniques for effectively interacting with City staff, representatives
of other agencies, organizations, and the public, and resolving
problems tactfully and effectively.
 Applicable federal, state, and local laws, regulations, and reporting
requirements, including related safety regulations.
Ability to:
 Assist in planning, organization, and direction of an effective library service program.
 Develop and implement improvements to systems, organization, and operations within the Library.
 Be a community liaison; and lead in outreach and marketing.
 Analyze, interpret, and apply information, choose among alternative
courses of action and arrive at a recommendation.
 Understand and implement laws, regulations, policies, and
procedures.
 Plan, supervise, direct, and evaluate the work of subordinate staff.
 Prepare clear and
concise written reports.
 Communicate effectively, both orally and in writing.
 Take proactive approach to customer service
issues.
ADA Special Requirement:
Essential duties require the following physical abilities and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist; and lift. Work in a standard library environment, with irregular hours. Travel to different site locations; attend lengthy meetings, and work extended or irregular hours.

$123,225 to $154,573 annually
Participates in Social Security
Enrollment in PERS with 7% contribution paid by the Employee. Retirement Formula based on PEPRA.
A choice of medical plans with City paid single coverage of 100% of the lowest cost HMO single coverage or City paid two party or family coverage up to 90% of the least costly HMO family plan or $100 per month if waived. City paid premiums for Dental, Vision, and Life Insurance
20 – 25 working days annual vacation, depending on length of service
13 days paid holidays per year (includes 3 floating holidays)
12 sick days per year earned; extended sick leave and family sick leave
Credit Union, Employee Assistance Program, up to 2% City Match to Deferred Compensation plan and Free Fitness classes through City of San Mateo Parks and Recreation programs
48 hours per year
$195 per month (if applicable)

REQUIRED qualifications must be maintained throughout employment. Employees who are required to drive must be insurable.
SALARIES for new employees are established at the department level interview.
THE PROBATIONARY PERIOD
is one year for new appointments.
APPEALS must be submitted in writing within seven days of decision or event being appealed. An appeal concerning the contents or administration of an examination process shall be filed within seven days of the date that the challenged portion of the examination / interview is given.
VETERANS with at least 18 months of active duty service within five years of date of application and those veterans having a 25% wartime disability are also eligible for bonus points. Proof of service or disability is due at application deadline.

The Examination and Selection Process
Based upon a review of employment applications, supplemental questionnaires and résumés received, a limited number of the most highly qualified applicants will be invited to participate in the examination process. The process will consist of 2 panel interviews. The examination is tentatively scheduled for:

An eligible list will be established from those who pass the examination process. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. Once placed on an eligible list, and at the time a vacancy needs to be filled, eligible candidates may be contacted by the hiring department and scheduled for additional departmental interviews.
NOTE: The City of San Mateo reserves the right, at its discretion, to limit the number of qualified candidates invited to the examination process.
