LIBRARIES DIVISION

LIBRARY REGIONAL MANAGER- COMMUNITY ENGAGEMENT
FULL TIME POSITION
Salary Range - $86,229.54 - $137,622.42 per year (dependent upon qualifications)

Broward County, Board of County Commissioners is seeking a qualified candidate for the position of Library Regional Manager - Community Engagement in the Libraries Division.  This position may be assigned to any location within the Libraries Division based on operational needs.  The ideal candidate for this position will work in partnership with the Leadership Team to fulfill the Library's Strategic Plan by providing direction, oversight, and management and innovation efforts for essential Library programs and services.

The ideal candidate must also be able to demonstrate vision, strategic thinking, collaboration and inclusive leadership skills; have the ability to be flexible, adaptable, and creative; have the willingness to embrace and drive effective change initiatives; to be intellectually engaging with strong interpersonal, communication, and advocacy skills; to be able to influence others, negotiate successful resolutions, and engage in effective problem solving; be able to recognize and set priorities, and to use initiative and independent management decision-making; be able to organize, direct, motivate and evaluate public service management and oversee same for public service employees; and have the ability to mentor others and foster a team environment.

The purpose of this position is to manage division-wide operations of the Community Engagement section. The functions of this position include but are not limited to: managing the division-wide operations of Community Engagement section; initiating a cross-divisional approach with other members of the Leadership Team to explore and implement technology based services; developing and implementing community outreach plans, initiating collaborative and partnership relationships with organizations that provide services and programs to under-served groups, in collaboration with Library Regional Managers and Administration. These partner organizations should be in alignment with the mission of the Library and serve the Broward County community; collaborating with different social services and case managers to assist with outreach services and programmatic enhancement for exceptional populations such as senior citizens, persons experiencing homelessness, new Americans, Veterans, detainees, domestic violence victims and other groups with minimal knowledge of library services.  The Community Engagement section also oversees Learning Services, Volunteers, Friends of the Library, Youth Services Administration, and Community Liaison sections; supervising staff, preparing leadership performance reviews, providing training and developing staff; visit branch libraries throughout Broward County to understand the needs of each community as it relates to library programming, learning services classes, youth services events and facilities; creating and analyzing statistical data, making recommendations for improvement, developing and implementing new processes and services that support division-wide initiatives; Developing and implementing impactful programs system-wide; prepares complex statistical reports for the Libraries and County Administration.

Requirements: Requires a Master's degree from a college or university accredited by the American Library Association in Library Science, Library and Information Science, or closely related field.

Requires five (5) years of professional library experience including four (4) years managing a section/branch and four (4) years of supervisory experience.


Preferences:
•     Master's Degree in Public Administration; Education; Information Technology; Social Work, or Business Administration
•     Certificates in ALA Leadership; Sunshine State Library Leadership Institute; or Post Master Certificates in Librarianship
•     Four (4) years’ experience designing large scale services for low-literacy, disadvantaged, marginalized, and special populations
•     Four (4) years’ experience managing and/or developing a system-wide plan of service for adult programs and services
•     Experience in Project Management and Partnerships
•     Demonstrated Operational and logistical experience in new service delivery
•     Experience in grant writing and implementation
