LIBRARY DIRECTOR - ST. CHARLES CITY-COUNTY (MO) LIBRARY

St. Charles City-County Library—a Kaleidoscope of Discovery! —seeks a motivated and knowledgeable change agent for this progressive Missouri library district. The successful candidate, working with a nine-member dedicated Board of Trustees, will demonstrate a clear vision, lead by example, and build strong internal and external relationships with library stakeholders—staff, the Foundation, the Friends of the Library, and the 385,000 residents of St. Charles County. With a focus on effectiveness and efficiency, the Library serves its customers from twelve locations and an annual $18 million operating budget. St. Charles City-County Library is a separate taxing district supporting the Library by a property tax. Key areas for future focus include: exploring the expansion of services through additional branches or alternative access; developing a new strategic plan; serving as the liaison to the Foundation Board and Friends of the Library to support and encourage their efforts; actively engaging the community; and developing, supporting, and mentoring staff. St. Charles County, a western suburb of St. Louis, combines the attractions and convenience of the metropolitan area with safe, comfortable small-town character and historical charm. The City of St. Charles, on the Missouri River, is home to Missouri’s oldest and largest historic district. Good schools, solid educational and recreational amenities and a low cost of living make St. Charles County an attractive place to live for all ages. Responsibilities. The Director is the chief executive officer of the Library District and is responsible for the execution of orders and policies adopted and promulgated by the Board of Trustees and those prescribed by the Missouri State Statute regarding this position. The Director has complete authority to hire employees for all positions authorized by the Board and shall be responsible for carrying out all policies of the Board. The Director also performs other duties as the Board may from time to time direct. The responsibilities of the Director also include helping to develop short-term and long-range plans relative to all areas of the District. The Director provides expertise and direction in all areas including: finances, expansion, staff development, professional services, and public relations. As chief executive officer of the Library District, the Director generally receives assignments in terms of broad objectives and limits from the Board of Trustees. The primary responsibility of the Director is to develop all aspects of the St. Charles City-County Library District to best meet the needs of the community. Qualifications. A Master’s Degree in Library Science from an ALA-accredited program and five years of experience in a highly responsible administrative position in either a library or related organization; or any combination of education and experience which would provide the required knowledge and skills to allow successful performance of the job. K nowledge of public library operations and familiarity with local and state laws is desirable. A second master’s degree in Public Administration, Business Administration, Non-Profit Management, or similar field is beneficial. Essential attributes and skills include: creativity, energy and enthusiasm; demonstrated success in effectively promoting library services to the community; political acumen; collaborative and consensus-building skills; experience in providing sound fiscal planning and management; and a thorough knowledge of current trends, technology and “best practices” for public libraries. Success working effectively as a director reporting to a governing board and experience in a multi-branch system are preferred.

Compensation. A starting salary range of $113,593 – 152,659 (with final placement dependent upon experience and qualifications) and a generous benefits package.
