OPENINGS – POST STAFF and PUBLIC

REGULAR STAFF – LIBRARIAN – BRANCHES
               Regular Staff – Fulltime – Multiple Openings     
Locations will be determined after internal transfers and promotions are completed.

Librarian - Grade 14GA Fulltime   37.5 hours/weekly
Salary Range:   $37,443 - $58,257     

MINIMUM REQUIREMENTS: Possession of a Master's Degree in Library Science from an American Library Association-accredited program and a combination of experience and training that has provided the knowledge, abilities, and skills listed in the attached job description. In addition to the Master’s Degree, some experience in public libraries, knowledge of the Internet/Web, and supervisory experience preferred.

RESPONSIBILITIES: Programming, reference and readers’ advisory work with all ages; collection development; assisting branch manager in overall branch operations, including supervisory assignments.

SPECIAL REQUIREMENT: Ability to secure certification as a Professional Public Librarian in the State of Maryland within 120 days following appointment; ability to meet re-certification requirements by completing 90 hours of training every 5 years.

POSITION DESCRIPTION
Job Title: Librarian I

Grade: 14 GA
FLSA Status: Exempt
Department: Library Branches
Reporting Relationships: Reports to Branch Manager or Area Librarian. Contacts normally include public, branch staff, administrative and support staff at Headquarters, local officials, community leaders, private and public school personnel.

Supervisory Responsibility: May supervise Library Associates, Circulation staff, Custodians, Pages, Part-time Hourly staff, or Volunteers as assigned by supervisor. May serve as Sunday Service Supervisor. May oversee branch contractual security guard.

Overall Purpose of Job: This is varied professional work in providing library services to the public of all ages, including reference, readers' advisory, programming and outreach, and library instruction. Work requires expertise in the use of information technology. Acts as part of branch’s management team and assists in the management of branch operations, and the supervision of branch staff. Regularly assumes responsibility for branch operations as designated person in charge in absence of management. Also may participate at a system level in training, collection development, planning, and other committee activities or projects. Works under supervision of Branch Manager or Area Librarian using established guidelines.

Essential Functions: (Examples are illustrative of this class of work; they are not intended to include all of the essential functions of all positions in this class. Lists of tasks under each essential function are not exhaustive.)

1.     Provides professional library services to public of all ages in person, on the phone, and through live chat and email reference services. Follows system guidelines for roving to find patrons and satisfy information needs.
Responds to direct and telephone inquiries
Conducts reference interview and develops information search strategy
Provides readers' advisory service in fiction, juvenile, young adult, adult, and non-fiction
Markets library programs, resources, and services; explains and implements policies and procedures; uses cross-marketing and word-of-mouth marketing techniques
Provides instruction on and assists in the use of information resources in traditional and electronic formats and online formats
Provides instruction on the use of library technology, equipment, and software as it applies to services provided by the library
Uses Interlibrary Loan and other external sources in answering inquiries

2.     Acts as designated person in charge on regular basis.
Makes operational decisions as needed
Resolves problems and patron complaints
Responds to building problems and other emergencies following system and branch guidelines
Seeks advice and communicates with area and system administrators as needed
Reports to management on activities

3.     Assists in management of branch operations.
Acts regularly as designated person in charge of branch
Weeds assigned areas of branch collection
Monitors use of collection in assigned areas
Recommends replacement and new materials to be requested for collection
Assists in planning displays of and marketing branch collection
Participates in developing and implementing branch goals and objectives
Handles complaints/emergencies involving building, staff, and/or customers
Develops branch procedures
Supervises specific areas of branch operations on a regular basis, e.g., branch programming, branch work schedules, collection maintenance, etc., as designated
May oversee building maintenance
Participates in developing and maintaining Community Analysis of branch service area
Serves as one of the branch petty cash officers
Assists branch manager with annual book order

4.     Plans and provides programming/library tours as assigned for all age groups.
Links programming to target audiences identified in library's long-range plan
Creates program plan
Executes program
Evaluates programming - including staff involved and effectiveness of activity
Submits and verifies program and publicity forms
Records, evaluates, and submits programming statistics
May coordinate programming in branch – assigning staff, monitoring and evaluating programs, and revising plan as necessary
May coordinate and lead branch summer reading club team

5.     Supervises staff as assigned.
Plans and schedules work assignments of staff
Provides for staff training/development needs using on-the-job training, system, and outside resources
Monitors performance and conducts regular coaching sessions/feedback, and evaluations
Provides supervisory counseling
Recognizes staff contributions
Holds meetings to share information as well as to discuss/resolve work issues with a group of staff

6.     Supervises branch volunteer program as assigned.
Assesses need for volunteers and writes job descriptions
Recruits qualified volunteer applicants
Selects qualified volunteers
Provides or arranges for appropriate training
Monitors volunteer performance
Recognizes volunteer contributions

7.     Contributes professional expertise to branch and system through committee membership/special assignments.
Prepares for and attends meetings
Coordinates with staff at Headquarters, other branches, and outside the library
Completes assignments and presents results
Prepares reports
Communicates information to branch staff at meeting or through minutes

8.     Serves as staff trainer.
Creates, implements and delivers training for branch staff
Learns new technology and trains other staff in its use
Learns new services, programming, etc. and trains other staff in its use
Works with Staff Development Committee to prepare and present system-wide training

9.      Maintains professional librarian skills and knowledge.
Attends training and reviews professional literature
Learns new technology as necessary to retain proficiency in providing information service

10.     Other Activities:
Participates in outreach services. May visit schools to promote summer reading club and other library services; hosts nursery schools/daycare centers and provides storytime; provides library tours to school groups; makes presentations to community, business, and other groups about library services and resources; may participate in Library by Mail service to homebound, etc.
Assists with circulation and other branch activities as needed to provide service to the public. Troubleshoots branch equipment and performs simple upkeep or repair; may serve as branch technology coordinator and liaison to ISS department
Uses word processing, database, and spreadsheet software to maintain records, prepare reports, etc.
Processes Inter-Library Loan requests for branch
May serve as a branch timekeeper
May coordinate branch participation in system activities, studies, and surveys

11.     Performs related duties as assigned.

Note:     Certain conditions, e.g. economic constraints, staffing patterns, changes in system/branch goals and objectives, etc., may necessitate changes to the duties described in this job description.

6.     Performs work in keeping with professional standards and the policies and procedures of the library system.

Working Conditions:

1.     Physical Demands: Job involves a considerable amount of movement and activity - to accompany patrons to resources and to retrieve materials from shelves. On an occasional basis, lifting or handling material weighing up to 30 lbs. Work can also include pushing booktrucks weighing up to 100 lbs., and moving and arranging heavy meeting room tables and chairs. Much use of computer monitor, mouse and keyboard.

2.     Emotional Demands: Some stress related to high degree of public contact, including incidences of complaints or disruptive behavior, and normal challenges of supervisory responsibilities. Some pressure related to sustained periods of high-volume activity.

3.     Social Environment: Always people to talk to and work with.

4.     Physical Environment: Typical office/library environment. Some fluctuations in building temperature related to HVAC problems can cause short periods of uncomfortable heat or cold. Some periods of elevated noise levels during programs and peak times.

5.     Mental Demands: This is professional-level work requiring sophisticated reasoning and independent judgment. Job allows for some variance in work routine.

1.     Knowledge of standard and emerging public library resources (including those in electronic formats), services, techniques, principles and practices; considerable knowledge of and demonstrated technical competencies required to use software, the internet/web, databases and other technology in the performance of information work, public service, and support activities.

2.     Knowledge of standard reference and readers' advisory interview protocols.

3.     Ability to communicate effectively and deal tactfully and courteously with a diverse public and all age levels.

4.     Knowledge of community analysis practices as they apply to public library service.

5.     Ability to organize, plan, and execute work and to set and reach goals with minimal direct supervision.

6.     General interest in reading and literature, and an awareness of trends in popular culture as well as current news events as they relate to customer interests and      needs.

7.      Ability to plan and execute programs for the public geared to a targeted age group - from babies to adults - based on library materials.

8.     Knowledge and skills necessary to supervise and direct the work of others.

9.     Knowledge and skills necessary to provide instruction to the public in the use of library resources.

10.     Ability to plan and present training for library staff and patrons in the use of library technology, services, and resources.

11.     Ability to work effectively and calmly under pressure.

12.     Knowledge and skills necessary to work effectively as part of a team toward the achievement of common goals and objectives.
