Assistant Dean of Business Operations

Academic Professional



University of Illinois Library at Urbana-Champaign



Position Available:        July 16, 2013.



This is a full-time, regular, Academic Professional position in the University Library.



Duties and Responsibilities:

The Assistant Dean for Business Operations is responsible for the operation and provision of the University Library’s Business Services, participates in the formulation of the University Library’s fiscal policy, is responsible for the preparation of the budget in consultation with the Dean of Libraries, interacts on behalf of the Library with campus fiscal administrators, performs liaison activities with college and department head managers on projects of joint interest, represents the Library at campus meetings, prepares budget forecasts, provides management information to Library Administration, and otherwise is the primary Fiscal Officer for the University Library, overseeing a total budget in excess of $40-million. The Assistant Dean reports to the Dean of Libraries, oversees the work of Associate Director and other support staff within the Library Business Office.



Environment:

The University of Illinois Library at Urbana-Champaign is one of the preeminent research libraries in the nation and the world. With more than 13 million volumes and significant digital resources, it ranks second in size among academic research libraries in the United States and first among public university libraries in the world. As the intellectual heart of the campus, the Library is committed to maintaining the strongest collections and services possible and engaging in research and development activities in pursuit of the University's mission of teaching, scholarship, and public service. The Library currently employs approximately 90 faculty and 300 academic professionals, staff, and graduate assistants. The Library consists of more than 26 service points that are located throughout campus as well as an array of central public, technical, and administrative service units. The Library also encompasses a variety of virtual service points and “embedded librarian” programs.



The Library Business Office is responsible for budgetary preparation, grant submissions, payroll processing, accounts payable and accounts receivable activities, procurement, budget and expenditure transfers, processing regular and on-demand reporting, financial reconciliations, financial audits, review of budgetary implications, coding and fund numbers used for personnel appointments, cash sales processing, and vending machine refunds.



Qualifications:

Required: B.A. degree in accounting, finance, business administration or related field; a minimum of five years of progressively responsible professional experience in accounting, budgeting or resource planning; at least two years of experience in supervising or managing a large business related operation; experience working in a complex academic environment; knowledge of governmental accounting standards; a history of sound budget management practices; strong analytical skills; experience in budget development; effective oral and written communication skills; knowledge of office productivity software and experience with Banner, the University’s financial productivity software.



Preferred: Master’s degree or higher in business related field or CPA licensure; experience with University of Illinois-specific software applications: Budget Create, Salary Planner, TEM and iBuy. Extensive knowledge of business policies and practices at the University of Illinois at Urbana­-Champaign; and, working knowledge of the Illinois Procurement Code.



Salary and Rank:

Salary commensurate with credentials and experience. This is a full-time, regular, Academic Professional position in the University Library.


Terms of Appointment:

24 work days’ vacation per year; 11 paid holidays; 12 days annual sick leave (cumulative up to a maximum of 240 days) plus an additional 13 days (non-cumulative) per year if necessary. Health insurance, requiring a small co-payment, is provided to employees (coverage for dependents may be purchased); participation in the State Universities Retirement System is required upon appointment (8% of member's salary is withheld and is tax exempt until retirement); newly hired university employees are covered by the Medicare portion of Social Security and are subject to its deduction.
