After graduating from the University of Texas (1974) with an MLIS, Cesar became the first president of the REFORMA Chapter in El Paso, Texas. He was elected to serve a two-year term as President of REFORMA National (1980-82). After serving on the ALA Council, he was elected to serve as a member of the Executive Board of the ALA (1992-96). The REFORMA Educational Foundation (REF) has launched its new website,  to have a web presence and to create awareness of its purpose and activities.  The website also contains a list of its blue ribbon Board of Directors, which is made up of past and present REFORMA officers and Past Presidents of  ALA.  In addition, the website also provides users with the ability to order tickets to upcoming events via PayPal.  In the “Donate” tab we describe ways that one can donate to the Foundation. 
An “Events” tab will include current and past event listings, as well as pictures.  REFORMA members are invited to visit the REF’s new website, look around, and let us know of any suggestions on how to improve it.
