The Henrico County Public Library System consists of five area and four branch libraries, Mobile Library Services, and library administrative offices. General State of Duties          
Closing Date: This position closes on Monday, August 6, 2018.

Assists the Director of Library in the operation of the County library system, with particular emphasis on the Library's personnel functions; does related work as required.

Essential Duties          
Assists the Library Director to plan, direct, coordinate and evaluate the operation of the Library; assists in formulating long range strategic plans including services, technology, programming, staffing, budget, collection, facility and public relations; develops and implements library policies to fulfill the mission of the library; provides leadership in implementation of the Library Services Plan, ensuring that the library's mission and vision are upheld and that related goals are being met; assesses community needs and desires and leads resulting coordinated efforts to enhance library services; assists Director with annual budget preparation and presentation; assists in responding to requests from County Administration; participates in and may lead personnel searches, especially for managerial and administrative level positions; provides leadership in all aspects of HR functions in department; leads annual performance evaluation effort by setting calendar of completion dates for various levels to ensure compliance with County's deadline; performs evaluation of direct reports and may serve as counsel to other supervisors as needed; administers ongoing, special library projects, as well as initiates new ideas and concepts for consideration; represents the Library system in community and professional activities, including speaking engagements before civic and community groups as well as administrative bodies; serves on the Director's Administrative Council and participates in the Library Advisory Board and the Friends of the Library activities as directed by the Library Director; acts as Director of Library in his/her absence; supervises professional and clerical staff; extensive knowledge of management and personnel practices in library administration as conforms to County policies, procedures and practices; extensive knowledge of all phases of library work; ability to effectively supervise and provide excellent leadership; ability to evaluate staff performance and provide meaningful feedback to staff; skilled in providing leadership that motivates and inspires staff; ability to communicate effectively to various audiences; ability to maintain courteous and effective relations with all parties; performs related work as required.



Extensive knowledge of management and personnel practices in library administration as conform to County regulations and practices; extensive knowledge of all phases of library work; ability to effectively supervise; ability to evaluate staff performance and to design and implement staff development/training courses; ability to make effective speeches to groups and gatherings; ability to maintain courteous and effective relations with employees and the general public.

Minimum Qualifications          
Possession of an American Library Association-accredited master's degree in library science and six (6) years of progressively responsible library experience, including some supervisory and managerial experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Information          
Possession of a valid Librarian's Certificate from the Virginia Board for the Certification of Librarians.
