The UCLA Library seeks a dynamic, knowledgeable, and future-oriented professional to lead the Scholarly Communication unit (SC). The ideal candidate will provide collaborative leadership in planning, managing, and assessing all aspects of the UCLA Library’s participation in scholarly communication, and contribute energy, enthusiasm, and expertise to campus engagement in open access initiatives.

Position Duties
Reporting to the Associate University Librarian for Collection Management & Scholarly Communication, the Head of Scholarly Communication d evelops and implements the strategic vision for the Scholarly Communication unit. The incumbent represents the Library’s strategies and recommendations regarding all aspects of scholarly publishing, barrier-free access to knowledge, and new modes of knowledge creation, dissemination, and evaluation in all appropriate venues, and actively contributes to fruitful campus initiatives, activities, and discussions. The Head of Scholarly Communication develops and manages programs, operations, and personnel by collaboratively setting program goals, policies, best practices, and assessment for success and sustainability; partners with library colleagues and programs, including Library Special Collections, Distinctive Collections, Data Science Center, Digital Library Program, User Engagement units, campus units, and others, to identify and implement solutions for collecting, disseminating and preserving new forms of scholarly communication; and represents the UCLA Library and takes a leadership role in campus, statewide, national, and international initiatives and organizations.

Specific duties and responsibilities include:
·        Provides dynamic, progressive leadership in planning and managing all aspects of the work of the Scholarly Communication unit, including supervision of two SC librarians and additional library staff and student workers, setting program vision, scope, goals, policies, best practices, and assessment metrics for program success and sustainability.
·        Develops, implements, and leads strategic initiatives associated with UCLA’s goals for scholarly communication, including support for open access publishing, open data activities, and the UCLA Library Affordable Course Materials Initiative (ACMI).
·        Establishes, maintains, and enhances collaborative relationships with personnel in other relevant library units, including Library Special Collections, Research Data Services, Data Archives, and User Engagement.
·        Provides consultation, guidance, and assistance on licensing issues for the Licensing and E-Resource Acquisitions unit and other library staff, as needed.
·        Oversees and coordinates development of the library’s scholarly communication website and social media presence.
·        Serves as liaison from the Library to schools, colleges, departments, and university committees in the area of scholarly communication, actively seeks to promote and advance the library’s role in the academic community, and is an effective representative and advocate to faculty and students with respect to issues, policies, and trends in scholarly communication.
·        Consults with faculty, students and campus community on scholarly communication issues, and maintains strong working relationships with UCLA Office of the Campus Counsel, UC Office of General Counsel, UCLA Technology Development Group, and other relevant administrative offices, to ensure appropriate support for questions relating to intellectual property rights, copyright, fair use, and related topics.
·        Develops, implements, and directs outreach and education programs for faculty, researchers, students, and staff on scholarly communication issues (such as open access, copyright and fair use, author rights, Creative Commons licensing, etc.), in collaboration with SC team and relevant User Engagement functional teams.
·        Supports the maximal utilization of eScholarship through training, consultation, and promotion programs, and promotes open access policies and practices in alignment with the library’s and university’s educational and research mission.
·        Monitors scholarly communication trends and policy issues, and contributes to advocacy and policy development contributing to the evolution of scholarly publishing and research data management practices in the academy.
·        Represents the UCLA Library on the UC Libraries Scholarly Communication Officers Group.
·        Participate in library-wide planning and governance and works effectively in a shared decision-making environment.
·        Contributes to research and scholarship related to scholarly impact, open access, intellectual property and research data and licensing practices.
·        Assesses and communicates the impact and contributions of the SC unit; prepares statistical, narrative, and visual reports suitable for reporting to library and university administration, donors, granting agencies, and the public.
·        Works closely with Library Development to identify and steward donors, collections, and endowed gift funds.

Required Qualifications
·        ALA-accredited Master's Degree in Library or Information Science OR significant graduate-level coursework toward such a degree OR equivalent education and experience (subject expertise combined with professional library education and/or experience).
•     Five years of progressively responsible experience in an academic library setting.
•     Comprehensive knowledge of current and emerging issues in scholarly communication, and demonstrated experience providing instruction, consultation, and programming on scholarly communication, copyright, fair use, and intellectual property topics.
•     Experience with strategic planning and implementation.
•     Excellent oral and written communication and interpersonal skills.
•     Supervisory experience, and demonstrated ability to coach, mentor, and supervise library personnel in an academic research library environment or equivalent.
•     Excellent organizational and time management skills, and experience in managing projects and multiple priorities independently using effective problem-solving and analytic techniques.
•     Demonstrated ability to work effectively, both independently and collaboratively, within a collegial environment where consultation, flexibility, and cooperation are essential.
•     Commitment to fostering a diverse educational environment and workplace and an ability to work effectively with a diverse faculty and student population.
•     Evidence of active participation, involvement, and leadership in local, state, regional, national, or international professional or scholarly associations.
•     Capacity to thrive in a fluid, future-oriented environment of a major research institution and to respond effectively to changing needs and priorities.

Desired Qualifications
•     Additional advanced degree; JD highly desirable.
•     Experience with scholarly publishing.
•     Demonstrated knowledge of issues relating to research data and its role/place in scholarly communication.
•     Fluent reading and speaking knowledge of at least one language other than English.
•     Demonstrated success in project management.
·        Experience in donor relations and stewardship.

General Information
Professional librarians at UCLA are academic appointees. This is a non-represented position. Within the UC System, most librarians are represented by an exclusive bargaining agent, University Council – American Federation of Teachers (UC-AFT). As academic appointees, librarians are entitled to appropriate professional leave, two days per month of vacation leave, one day per month of sick leave, and all other benefits granted to non-faculty academic personnel. UC has an excellent retirement system and sponsors a variety of group health, dental, vision, and life insurance plans in addition to other benefits. Relocation assistance may be provided.

Appointees to the librarian series at UC shall have professional backgrounds that demonstrate a high degree of creativity, teamwork, and flexibility. Such background will normally include a professional degree from an ALA-accredited library and information science graduate program. In addition to professional competence and quality of service within the library in the primary job, advancement in the librarian series requires professional involvement and contributions outside of the library, and/or university and community service, and/or scholarly activities. Description of Unit
The Scholarly Communication unit (SC) oversees scholarly communication programs and services at UCLA to help ensure the broadest dissemination and preservation of the scholarly record. Working closely with the Associate University Librarian for Collection Management and Scholarly Communication, SC develops and implements the strategic vision for SC programs and services, and contributes to local, system-wide, national, and international efforts to shape policies affecting libraries, archives, and cultural memory institutions. SC provides outreach and support to faculty, students, staff, and researchers relating to intellectual property issues, and delivers support services and educational programming for the UCLA community throughout the scholarly publication lifecycle. SC liaises with Licensing and Electronic Resources Acquisitions to facilitate aspects of electronic resource management, including selection, acquisition, licensing, access, and ongoing maintenance of electronic library collections. SC also coordinates UCLA’s web archiving initiative, facilitates campus-wide participation in eScholarship, and contributes to coordinated planning for local digitization efforts.
