Academic Professional Position University of Illinois Library at Urbana-Champaign Position Available: As soon as possible after closing date. This is a full-time, Academic Professional position in the University Library. Duties and Responsibilities: This position is responsible for providing leadership as the primary fiscal and human resources officer for the University Library, including oversight of human resources functions, organization development and training, grants and contracts, budget planning and analysis, and purchasing. The University Library has over 330 FTE and manages a total budget in excess of 60 million annually. Primary responsibilities include, but are not limited to: Administrative: Serve as a member of the Dean’s Cabinet and collaborate in the formulation of the University Library’s fiscal & HR polices, strategic planning, diversity and inclusion strategies, operational oversight, and emergency planning. Direct the University Library’s Business & Human Resources Service Center, including supervision of professional staff in reporting line. This includes oversight of the Library’s Organizational Development and Training program. Continuously explore and report on emerging trends, research, and best practices for effectively advancing human resource development and fiscal management strategies and policies in organizations. Ensure appropriate Library representation on campus-level committees, task forces, and governance structures, such as campus budget committees, labor and bargaining units, and all campus groups and committees relating to HR and finance. Ensure work is completed within both the spirit and the letter of University policies and procedures using diplomacy, high ethical standards, and integrity. Human Resources Develop and drive strategies that support effective human resources development to maximize utilization of resources. Ensure compliance with all applicable University, state and federal rules, statutes, and policies, including Equal Employment Opportunity, Affirmative Action, Title IX, etc. Oversight of Library Human Resources staff Business Operations Analyze and monitor the financial condition of the University Library department as a whole and for individual units; work with Library associate deans and unit heads to allocate and manage budgets and provide financial advice, as needed. Prepare budget forecasts and fiscal analysis for Library Administration. Along with the Dean of Libraries and Associate Deans, responsible for the preparation of the annual budget. Develop and drive strategies that support effective fiscal management to maximize utilization of resources. Oversight of Library Business Operations staff Qualifications: Bachelor’s degree Minimum of 5 years of progressive responsibilities in Human Resources leadership with experience in financial leadership including in-depth knowledge of financial analysis and budgeting Demonstrated awareness of diversity, equity, inclusion and accessibility best practices Strong leadership, administrative, and presentation skills, including oral and written communications Effective analytical, organizational and problem-solving skills, including the ability to translate metrics, research or trends into strategy Ability to self-motivate, work independently, exercise good judgment, and prioritize and complete projects Ability to work collaboratively and collegially in an academic environment Preferred Qualifications Master’s degree in Business Administration, Human Resources Development, Labor & Employment Relations, or a related field Certification in human resources management from an accredited agency, such as the Society for Human Resources Management (SHRM), HR Certification Institute (HRCI), Cornell, etc. Certified Public Accountant credential Familiarity with higher education environment Familiarity with academic and research libraries Academic Professional employees are encouraged to use “investigation time” to pursue areas of interest, not directly in support of an immediate program need, in accordance with the University Library’s policy on Investigation Time for Academic Professional Employees https://www.library.illinois.edu/staff/bhrsc/human/resources/guidelines-for-investigation-time/.
