Associate Director of Fiscal Operations
Academic Professional Position
University of Illinois Library at Urbana-Champaign
 
Position Available: As soon as possible after closing date. This is a full-time, Academic Professional position in the University Library.
 
The University Library’s Business and Human Resources Services Center is seeking applicants for the Associate Director of Fiscal Operations.  Reporting to the Assistant Dean of Library Business & Human Resources Services, the Associate Director of Fiscal Operations is responsible for providing management of the University Library Business Services operation, including budget planning and analysis, purchasing, and grants and contracts. The University Library has a total budget in excess of $60 million annually.

Duties and Responsibilities:
 
                Fiscal Operations
  • Manages all Library accounts and budgets, includes assisting the Assistant Dean in establishing budgets, making budget transfers, and reporting regularly on budget status.
  • Approves all reimbursements to Library employees, foreign and domestic non-employee reimbursements for travel and/or honorariums, and all prizes/awards paid to employees and non-employees.
  • Assists the Assistant Dean in areas of strategic financial planning, forecasting, and reporting.
  • Prepares and submits the Library’s annual budget and enters salary increases in the university system, Salary Planner.
  • Serves as the Primary Unit Security Contact providing Library employee with permissions/access to university systems.
  • Manages the Library’s Fiscal Control and Internal Auditing System, a state-mandated program to review annual fiscal and administrative systems of internal control and the Identity Theft Prevention (Red Flags Rule) Program annual review.
  • Provides guidance to library administration regarding the impact of current and future business decisions.
  • Consults and provides advice to faculty in the areas of budget, university policies and procedures, and general business/financial problem solving.
  • Determines graduate assistant salary rates each year based on campus minimums.
  • Provides data analysis to help determine campus Indirect Cost Rate every five years.
  • Provides annual statistical information for the Association of Research Libraries and other institutions/organizations as requested.
                Supervision
  • Supervises, trains and mentors the Business Services staff responsible for library grants and contracts, gift funds, self-supporting funds, processing payroll and overseeing procurement for the entire Library system, invoice vouchers, purchase orders, p-card transactions, and cash receipts.
  • Provides flexible and positive leadership and works calmly under pressure.
                Administration 
  • May serve as Acting Assistant Dean when Assistant Dean is on leave.
  • May represents the Assistant Dean when needed in representing the Library on campus academic and administrative committees
  • Serves as consultant to the Human Resources Service Center when the Assistant Dean is unavailable to answer questions regarding appointments or other BHRSC matters.
  • Serves as a member of the Disaster Response Team (purchase supplies for prevention/response/recovery)
  • Provides support for Library and University DEIA initiatives
  • Completes other duties as assigned
 
Qualifications
 
Education:
Required: Bachelor’s degree
Preferred: Bachelor’s degree in Accounting, Business Administration, or related field
 
Experience:
Required: 
  • Minimum six years of experience with progressively higher-level experience in business or accounting, with at least two years in an academic higher education environment. 
  • Experience with large ($1 million+) budgets and accounts.
  • Minimum six years of experience supervising employees and managing day-to-day operations.
 
Preferred: Experience working with University of Illinois financial systems
 
Knowledge, Skills, and Abilities: 
  • Demonstrated analytical skills that allow for interpretation on budgetary, financial, and related management information. 
  • Extensive understanding and experience managing multiple fund types.  
  • Basic knowledge of sponsored research and grants budgeting principles and allowable cost guidelines and contracts. 
  • Excellent verbal and written communication skills.
  • Excellent computer skills with the ability to learn new tools and processes.   
  • Proven ability to manage multiple competing projects with a high degree of accuracy against deadlines.

Salary Range:  Salary is commensurate with qualifications and experience.  Open to a wide range of individuals who meet the minimum requirements, and thus the salary is commensurate with skills, education and experience. This position is eligible for the Library’s Academic Professional Promotion Program. Terms of Appointment: Permanent, twelve-month appointment; 24 annual vacation days; 11 annual paid holidays; 12 annual sick-leave days (cumulative), plus an additional 13 sick-leave days (non-cumulative) available, if needed, each year; health insurance is available to employees (with the option to purchase coverage for spouse and dependents); required participation in State Universities Retirement System (SURS) (8% of annual salary is withheld and is refundable upon termination), with several options for participation in additional retirement plans; newly-hired employees are covered by the Medicare portion of Social Security and are subject to its deduction.
