HR Payroll & Benefits
The Tulsa City-County Library (TCCL) has an exciting opportunity for a Payroll & Benefit Specialist to join the Human Resources Team.  The Human Resource Specialist is responsible for the administration of compensation, benefits, payroll, timekeeping, invoice preparation, and various tax and general ledger reporting.  The Payroll & Benefit Specialist reports to and will assist the Chief Human Resources Officer with the administration of human resources functions as needed.

The best qualified candidates will demonstrate strong knowledge of payroll and health/welfare plan legal guidelines and best practices, as well as a solid understanding of cafeteria plans, general ledger reporting, and ACA requirements.  In addition, proven success in all areas of responsibility with special attention to detail orientation, professional communication, sound judgement, and superior initiative is mandatory. 
Salary Range: Starts at $20.30 / hour
Competitive pay and a full benefit package (medical, dental, retirement pension, paid time off) are offered with this position. 
Physical and Environmental Conditions:
Physical Activity: Work requires occasional stooping or bending; occasional light lifting (up to 20 pounds) may be required.  Frequent use of office equipment as well as long periods of sitting, standing, or walking as needed.
Work Environment: Work environment involves no major sources of discomfort; work is essentially conducted in a work environment with acceptable lighting, temperature and air conditions. Currently, this position is hybrid and allows for some remote work.

Qualified individuals must have a bachelor’s degree in Human Resources or Accounting and two or more years' experience in compensation and benefits.  Strong understanding of general ledger balancing and payroll/benefit law, especially ACA requirements.  Must also have a solid understanding of:       
  • Payroll taxes and garnishments;
  • Open enrollment strategy and implementation;
  • Intermediate to advanced level Excel;
  • Navigating and understanding new HRIS platforms;  
  • Maintaining and producing accurate files, records, and reports.
