IT Design &Development Division Chief at the Library of Congress
Duties for this role include:

Executes leadership of the User Experience Design and Quality Assurance and Testing sections, assessing and planning for future improvements to staff skills and systematic approaches to produce design supporting the Library of Congress.

Champions user-centered products and services grounded in research and analysis by engaging with staff, OCIO and its partners, in a variety of product design and development programs across the Library.

Performs contract management and oversight in compliance with rules and regulations.

Oversees the creation and implementation of a consistent and coherent strategy for User Experience Design for all product design and development at the Library.

Utilizes, communicates, and supports staff by providing expert-level guidance in the implementation of best practices in User Experience Design for LOC digital products and services.

Communicates design decisions, rationale, and direction through presentations and other documentation to executives and other senior level audiences  

Provides Quality Assurance and Testing guidance and best practices to staff.

Participates and engages with external user experience communities.

Provides guidance and offers hands-on support in addressing complex technical issues.

REQUIREMENTS INCLUDE:

Experience of ten or more years as a user experience practitioner and five years of those as a manager of practitioners

Experience supervising a team of five or more people

Experience with agile methodology, practices, and processes

Experience contributing to the writing of contract requirements, proposal review, or the management of contracts and contractor staff

Experience with design and implementation; managing process and supervising the team

Working knowledge of the full digital product design and development lifecycle, including quality assurance testing.
