The Library CAO oversees and manages four operational divisions within the Library: the Library Human Resources Department (LHRD); the Library Business Services (LBS); the Library Capital Projects & Facilities Management; and Library Security.
 
The Library Human Resources Department (LHRD) provides services to an organization of approximately 900 employees comprised of approximately 350 permanent employees (of whom about 100 are academic appointees), 250 staff positions and more than 500 student employees. The Library workforce is represented by five bargaining units and labor contracts (AFT, ASCME, Teamsters, UAW and UPTE) in addition to non-represented (PPSM/MSP/APM) workforce.
 
The Library Business Services (LBS) oversees an operating budget of approximately $62 million, and coordinates fiscal operations including revenue-generating activities for the University Library. LBS is responsible for executing divisional financial planning and analysis activities to meet campus requirements and support divisional operations contributing to long-range planning and direct support to the Library's strategic plan.
 
The Capital Projects and Facilities Management unit is responsible for space planning, and the Facilities Management unit is responsible for delivery and receipt of all Library mail, packages, and correspondence; transportation of library materials between campus libraries and with the Northern Regional Library Facility (located in Richmond); space, planning for all campus libraries; and high-level facilities issues for all campus libraries. Additionally, the unit coordinates all maintenance and facilities repairs for the Doe, Moffitt, and Bancroft libraries.
 
Library Security handles safety and security issues all hours throughout the year for people, buildings, and collections related to the Doe, Moffitt, and Bancroft libraries, and provides occasional support to the other subject specialty libraries. Staff in the unit guard university property, protect people, prevent theft and violence, enforce library and campus policies and California State laws applicable to libraries, provide informational assistance to library users, assist with public events, and coordinate with UCPD as needed.

Responsibilities
 
Strategic Management, Leadership & Resource Allocation:
 
• Manages, plans and administers administrative operations and general operations of the University Library on the Berkeley campus.
• The CAO has the following major areas of responsibility: Managerial Leadership, Strategic Planning, Budget & Finance, Academic and Staff HR, Labor Relations, Library Capital Projects & Facilities Management, and Library Security.
• Serves as a Subject Matter Expert, and advisor to the Library Leadership Team (known as the Library Cabinet).
• Serves as a member of the Cabinet, and one of the leadership team members reporting to the University Librarian.
• Responsible for performing the highest level of administrative and policy analysis on a broad range of issues, conducting in-depth analysis, evaluating alternatives, and making final recommendations to the Library Cabinet on such issues.
• Collaborates with and shares decision-making authority with the Library Cabinet on strategic planning issues, and serves as a trusted advisor to the University Librarian and Associate/Assistant University Librarians and Directors for major strategic decisions. The CAO also serves as the Library's representative to the campus' Chief Administrative Officers' (CAO) Group, as convened by the Executive Vice Chancellor & Provost's office.
• Provides leadership for Library departments to ensure effective resource allocation and management.
• Supervises, manages, assigns resources, and leads internal Library divisions, including Library Business Services, the Library Capital Projects & Facilities Management, Library Security, Library Mail and Transportation Services, and the Library's Human Resources Department (LHRD). This includes direct and indirect supervision and management of 40 FTE in a variety of academic, professional, and career staff classifications.
• Maintains integrity of the Library's organizational goals through management and oversight of operational staff.
• Makes decisions on administrative or operational matters and ensures achievement of objectives (operational and budget processes, academic and staff FTE, finance, human resources, security and space planning) that have Library-wide (and therefore campus-wide) impact.
• Interacts with higher-level leadership personnel on matters concerning several functional areas, and / or customers; serves as the Library's liaison with multiple central campus offices as needed.
 
Human Resources & Labor Relations:
 
• Supervises, oversees, and works directly with the Library's Director of Human Resources and Chief Diversity Officer, and the Library's Academic Personnel Analyst, on the full range of HR and personnel actions (including recruitment, hiring, assessing, performance management, reclassification, promotions, retentions, and grievances), for contract-covered, PPSM, student employees, and Academic employees of the Library.
• Makes policy and process suggestions, which are typically followed with little variance. Serves as the Library's primary liaison with Berkeley Regional Services; Employee & labor Relations; UC Berkeley's office of People & Culture; Office of Faculty Equity & Welfare; Academic Personnel Office; and others as needed.
 
Fiscal Management:
 
• Coordinates fiscal operations (including revenue- generating activities) for the University Library, and works closely with the Library Financial Analysts on issues that affect all areas of the University Library.
• Oversees budget planning, management and expenditures of approximately $62M annually.
• Makes policy and process suggestions, which are typically followed with little variance.
• Serves as a primary liaison between the University Library and the campus' Central Budget Office, the office of the EVCP, and others as needed.
 
Library Capital Projects & Facilities Management:
 
• Oversees the Library Capital Projects & Facilities Management and Facilities staff of the University Library.
• Critical infrastructure is the focus of this unit, which inspects and oversees more than 1M square feet of roofs, and more than 20 general interest and specialty libraries on the Berkeley campus. This unit is also responsible for Risk Assessment and Risk Management when prioritizing renovation and maintenance of Library space.
 
Security:
 
• Supervises and oversees the Security personnel of the Library, including equipment and staffing allocations for buildings, collections, internal and external spaces of Library buildings, such as loading docks and storage facilities.
 
Other Duties:
 
• Completes mandatory trainings annually; may coordinate and oversee activities for other UC locations or external universities; other duties as assigned.
 
Required Qualifications
 
• Significant experience in, or demonstrated ability to understand and effectively navigate, an academic setting leading, supervising, and/or directing professional and technical staff.
• Demonstrated experience utilizing knowledge of the principles of accounting, budgeting, and cost analysis; effectively managing complex budgets and expenditures; providing budget oversight and fiscal analysis; and using enterprise financial systems.
• Experience leading, supervising and/or directing, or ability to understand and effectively navigate, human resources organizations, including unionized staff and academic personnel.
• Excellent written and oral communication skills, including public speaking experience or experience effectively presenting to broad ranging audiences.
• Demonstrated ability to lead and participate in successful organizational change in a highly collaborative and quickly-evolving institution.
• Experience with long-range planning, evaluation, and assessment.
• Ability to establish metrics for department and employee goals, and experience with process improvement techniques.
• Excellent project management and organizational skills, including the capability of managing multi-million-dollar capital projects.
• Demonstrated effective personnel management and team building skills, including goal-setting, talent development, and constructive performance analysis and feedback.
• Demonstrated experience building effective partnerships and working collaboratively with key stakeholders, both internally and externally.
• Excellent skills to work collaboratively and act persuasively in sensitive situations; demonstrated skill in conflict management techniques.
• Demonstrated strong commitment to customer service for all constituencies.
• Experience with business contracts and licensing.
• Demonstrated ability to work effectively with constituents of diverse backgrounds, including sensitivity to their needs and concerns.
• Bachelor's degree in related area and / or equivalent experience / training.
 
Preferred Qualifications
 
• Leadership experience in an academic library.
• Experience with facilities management, large-scale space planning and the construction process.
• Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
• Experience with labor relations complaints and resolution is preferred.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
 
The budgeted salary range that the University reasonably expects to pay for this position is $185,000 - $205,000.
 
The full salary range associated to the position classification is $129,600 - $254,400.
 
• This is a 100% full-time (40 hours per week), career position that is eligible for full UC benefits.
• This position is exempt and paid monthly.
• Occasional evening and weekend work may be required.
• This position is not eligible for 100% remote work, although a Flexible Work Arrangement may be requested after hire.
