Job Summary:  The Human Resources Manager is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the library district, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, and compensation. The Human Resources Manager provides strategic leadership by articulating HR needs and plans to the director, leadership team, and the board of trustees. 

Essential Functions:   

  • Provide overall leadership and guidance, and effectively communicate and support the library district’s mission and strategic vision by overseeing HR functions such as talent acquisition, career development, succession planning, retention, training, leadership development, compensation and benefits. (35%) 
  • Supports and advises supervisors with recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures. (35%) 
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions. (15%) 
  • Supports leadership decision-making by developing and implementing comprehensive compensation and benefits plans that are competitive and cost-effective for the library district. (15%) 

Additional Responsibilities: 

  • Serves as an advocate and person of support for all staff members. 
  • Researches and recommends professional development activities regarding employee management, safety and engagement and compliance with employment legislation.  
  • Maintains job descriptions, employee handbook and associated policy and procedure documentation. 
  • Trains staff on personnel policies and procedures. 
  • Performs functional duties regarding records management, benefits administration, leave management, onboarding, recruitment/employment, and employment law compliance.

Requirements

Minimum Qualifications: 

  • Education and Experience  bachelor's degree and Professional Human Resources Certification or equivalent education. Minimum of 5 years of experience. 
  • Skills – Maintains strict confidentiality on all employee matters and information. 

 

Preferred Qualifications: 

  • Spanish language skills and/or experience working with patrons from a variety of ethnic and cultural backgrounds. 

 

Working Conditions: 

Work primarily in an office setting. Work may include extended periods of time viewing a computer monitor and operating a keyboard. Requires sufficient manual dexterity that permits the employee to operate a computer, office, and library equipment. Sufficient personal mobility and physical reflexes which permit the employee to work in a multilevel facility. Seeing, hearing, and speaking required.
