Unlike any other department within the City of San Antonio the Library is singled out by the City Charter to be managed by a Board of Trustees. The eleven members are appointed by the Mayor and each City Council member for two-year terms. The outstanding relationship between the City and the Library makes it possible for the Library to provide the excellent services that local residents use and value.
Under broad policy guidance and direction from the Board of Trustees, the Library Director:
- Provides leadership and vision to fulfill the mission of the San Antonio Public Library.
- Implements policies and directives of the Board of Trustees and supports the Board’s governance and fiduciary responsibilities.
- Collaborates and communicates with elected and appointed City officials, the Board of Trustees, staff, community groups and residents and the Foundation and the Friends of SAPL, to develop and deliver quality services that meet the needs of City residents.
- Performs professional and administrative duties in planning, developing, implementing, and directing public library services.

This support of Human Rights extends to the Library and in 2022 the San Antonio City Council adopted the resolution supporting the freedom to read and access information in public libraries.
